The Council of Six was the ruling council of the Kirin Tor and Dalaran. Its membership changed across the city’s history.
Project Continuity
Rhox refused a seat on the Council after his return, remaining an independent Kirin Tor authority. During the Legion-era vote to restore cross-faction neutrality, Khadgar’s proposal passed four votes to two, opposed by Jaina Proudmoore and Ansirem Runeweaver. Rhox would have opposed it had he accepted a seat.
Immediately before Dalaran’s destruction, the legitimate Council consisted of Khadgar, Modera, Ansirem Runeweaver, Karlain, Vargoth, and Drenden. Xal’atath had killed Drenden and impersonated him. After the city’s destruction and Khadgar’s death, Rhox declared the Council defunct rather than permit its failed structure to resume.
