Hukhano’s Pandaria mandate comes from Rastakhan, not personally from Zul or Khar’zul. When Hukhano determines that Zul has deceived the king and subordinated Zandalari interests to Lei Shen, he withdraws his own forces and reports directly to Rastakhan in Dazar’alor.
